Traffic Management (STLI – Short Term Low Impact Works)
Austroads Short Term Low Impact Traffic Management Course
This course is designed for individuals involved in short-term, low-impact works and not suitable for those who impact traffic flow. Type of works suitable for this course includes those in the surveying industry, event management, pothole repairs, vegetation trimming, council works, and other mobile or brief-duration tasks that do not require static worksites.
Important: This course is not suitable for those working directly in the traffic management industry, including employees or contractors of traffic management businesses, or anyone impacting the flow of traffic.
Anyone intending to work directly for a traffic management business must complete the mandatory Temporary Traffic Management courses (TC and TMI).
Prerequisite: Individuals seeking to work along roadside performing short-term, low-impact works must obtain a Construction Induction (White Card) before enrolling in this course.
Who Should Take This Course?
✔ Workers performing minor traffic management tasks, such as roadside maintenance, small-scale repairs, and vegetation control.
✔ Occasional users who need to carry out basic, low-risk traffic management activities as part of their role.
✔ Individuals whose tasks do not involve the use of Stop/Slow Bats, lane closures, speed reductions, or complex traffic control measures.
Prerequisites
To successfully complete the Short-Term Low Impact Worker course you must:
- Hold Construction Induction (White Card)
Credentials
On successful completion of the course you will receive a Certificate of Completion which states that you have successfully completed the TTM Short-Term Low Impact Worker course. This Certificate will also have the statement below.
This statement provides the individual to perform duties associated with Short-Term Low Impact works in Victoria. Please note this excludes the individual from performing the functions of a fully qualified Traffic Controller, Traffic Management Implementer or Traffic Management Designer

This course covers the essential safety and operational knowledge required to perform Short-Term Low Impact traffic management work, including:

Upon completion, participants will receive a Certificate of Completion, allowing them to perform Short-Term Low Impact works in Victoria, Northern Territory, and Tasmania.

What Courses Do You Need to Do in Order to Perform Traffic Management for Short-Term Low-Impact Works?
To perform traffic management for short-term low-impact works you must complete two essential courses:
- White Card (Construction Induction)
- Austroads Short-Term Low-Impact Works Course
These courses, offered by CTG, run consecutively and regularly. The total duration to complete both is two days. Upon successful completion, you will be fully competent in the operations and ready for immediate employment in short-term low-impact works.
Course Completion Requirements
To complete the TTM Short-Term Low-Impact course, you must actively participate in all class activities and successfully pass any required theory assessments.
Approved Training Providers
This course can only be delivered by an Approved Training Provider authorised by Austroads and the Department of Transport.
Are My Current Units of Competency Still Valid?
If you already hold an existing Temporary Traffic Management unit (e.g., RIIWHS205E or RIIWHS302E) completed prior to April 1st 2025 and fall under the STLI category, you can continue working under these units until they expire (3 years from the issue date). However, all Short-Term Low-Impact workers must transition to the new STLI training before their current card expires.
Will a Refresher Course Be Required?
Further details regarding refresher courses will be available in 2025. CTG will update our website when more information is provided.
Who Is the Temporary Traffic Management Short-Term Low-Impact Course For?
The Short-Term/Low-Impact (STLI) course is designed for works conducted without the assistance of accredited Traffic Management personnel, using simplified Traffic Guidance Schemes (TGS). These worksites are temporary, low-risk, and have been assessed as safe to operate without a Static Worksite.
Examples of STLI Worksites
- NOT STLI Work:
- Major construction or deep excavations requiring barriers and prolonged traffic control (e.g., static worksites as per AGTTM Part 3).
- Using Stop/Slow bats to control traffic
- Speed changes
- Lane Closures
- STLI Work (Suitable for this Course):
- Minor tasks such as pothole repairs or vegetation trimming.
- Work that is short in duration and can be completed at multiple locations quickly (e.g., mobile worksites as per AGTTM Part 4).
By completing the required training, you ensure compliance with industry standards and gain the necessary skills to operate safely and efficiently in short-term low-impact traffic management roles.
