Austroads Utility Workers Traffic Management Course
This one day Traffic Management course is specifically designed for infield utility workers who need to manage traffic while carrying out utility works. It was developed in collaboration with major utility providers to meet the needs of workers performing essential services such as water, gas, electricity, communications or similar public works, who must implement restricted temporary traffic management practices on site.
Note: This course is not intended for those employed by dedicated traffic management companies or contractors in the general traffic control industry. Anyone working directly in traffic management must complete the full Austroads Temporary Traffic Management training instead of this utility focused program.
Due to the high risk nature of any traffic management work, refresher training will be required every three years to maintain this accreditation. This helps ensure utility workers keep their traffic management skills and knowledge up to date for ongoing safety compliance.
Entry Requirements
To enrol in the Utility Workers Traffic Management Course, participants must meet the following requirements:
- Utility Worker Verification: You must be employed (directly by a utility or as a contractor) in a utility sector role providing services such as water, gas, electricity, communications or public transport. Proof is required in the form of a letter from your employer confirming that you work for or on behalf of a utility provider. A letter template for this purpose can be provided upon booking.
- White Card: You must hold a valid Construction Induction Card (White Card or Victorian Red Card) prior to attending the course. This is mandatory for all personnel working on construction or road work sites in Victoria.
If you do not meet the above criteria, you will not be eligible to undertake this utilities traffic management training. Please contact us if you have questions about the entry requirements or need guidance on the employer letter.
Selection Criteria
Participants must be able to converse and comprehend basic English. Participants will complete language, numeracy and literacy assessment on course commencement to assess their capacity to meet language requirements.
Applicants must also have the physical capacity to meet the requirements of the the course.
Key Course Information
Through this course, utility workers will gain practical traffic management knowledge and skills tailored to utility worksites. By the end of the training, participants will learn how to:
- Understand roles and responsibilities under road safety and occupational health rules when working on or near roadways for utility projects
- Interpret and follow Traffic Management Plans designed for utility works, ensuring all required signs and devices are correctly used
- Safely set up and remove temporary traffic control devices (signs, cones, barriers) around utility work areas in accordance with the guidelines for restricted works
- Manage vehicle flow past the work site , keeping both workers and road users safe
- Identify and respond to hazards and risks in a live traffic environment, and effectively communicate with team members and road users to minimise disruption
The course is delivered by experienced instructors with expertise in both civil construction and traffic management. Training involves interactive classroom learning and hands on practical exercises. Participants will practise setting out a basic worksite traffic guidance scheme and controlling traffic in a simulated environment, preparing them for real world utility job sites.
Course Duration
8 hours total (One full day of training). The course is typically run from morning to late afternoon on a single day.
We offer this program at our Rowville or Pakenham facilities, with classes running 7:30am to 4:00pm (including breaks). On site delivery at your company’s location is also available by arrangement for group bookings – please contact our team to discuss scheduling and any facility requirements. Minimum numbers will apply.
A surcharge may apply for private group courses scheduled on weekends.

Upon Completion
When you successfully complete the Utility Workers Traffic Management Course, you will receive the following:
- Certificate of Completion – Utilities TTM Worker Accreditation: Issued by Construction Training Group, this certificate confirms you have successfully completed the Utilities Temporary Traffic Management Worker Accreditation course. It qualifies you to perform infield traffic managment duties on utility worksites in Victoria. Note: This accreditation is specific to utility work and does not licence you as a fully qualified Traffic Controller or Implementer for general roadworks.
- Digital Utilities Traffic Management Card: You will also be issued a digital accreditation card as proof of your Utilities TTM Worker qualification. This card serves as evidence to employers and authorities that you are certified to carry out temporary traffic management for utility works.
Accreditation and Transition Notes
This course is part of a new initiative to improve safety for utility works on roads. Starting 1 July 2025, Victoria is implementing the Utilities TTM Worker Accreditation as a requirement. All existing utility workers who perform traffic control duties must transition to the new training before their current traffic control/management cards expire.
In other words, if you already hold an older traffic control/management ticket or qualification for utility works, you need to complete this updated course by the time your old card expires to remain compliant with the Austroads guidelines.
