Project Description

Non-Practitioner Courses

These courses are for individuals working in Office administration, Auditing of traffic management sites, Supervisors etc.

They are designed for people who do not directly undertake temporary traffic management roles at worksites, who need to know about traffic management, but do not perform a traditional traffic management role. This training is referred to as Non-Practitioner training in Victoria.

These courses do not allow you to perform any physical on the road traffic control or management dutie, only to understand the rules and oversee operations.

What is a Non-Practitioner:

In the context of traffic management training, a “non-practitioner” refers to an individual who does not directly carry out practical tasks associated with traffic management roles at work sites. Instead, they focus on understanding the theoretical aspects of traffic management without engaging in hands-on implementation. These individuals may include administrative staff, supervisors, or other personnel who require knowledge of traffic management practices but do not perform the duties typically associated with on-site traffic controllers or implementers.

What are the courses and what is required during the Non-Practitioner courses:

There are three main TTM roles:
  • Traffic Controller (TC)
  • Traffic Management Implementer (TMI)
  • Traffic Management Designer (TMD).

Each of these roles has a number of practitioner and non-practitioner courses.

The non-practitioner courses are:

  • TC1 (non-practitioner), TC2 (non-practitioner)
  • TMI1 (non-practitioner), TMI2 (non-practitioner), TMI3 (non-practitioner)
  • TMD1 (non-practitioner), TMD2 (non-practitioner), TMD3 (non-practitioner)

The courses are focused solely on theory (without post-course practical components)  and are tailored for individuals who are not directly involved in executing temporary traffic management duties at work sites. These courses suit individuals  who require knowledge of traffic management but do not fulfill traditional traffic management roles. This type of training is termed Non-Practitioner training in Victoria.

A non-practitioner learner will undertake all theoretical components, theory assessments, and any simulated assessments but will not participate in the post-course practical training necessary. Upon successful completion of the theory and simulated assessments, they will receive a Statement of Completion.

Please note:

Anyone wishing to complete non-practitioner training must meet the following entry requirements:
