What is RPL (Recognition of Prior Learning)?

Recognition of Prior Learning (RPL) is a formal assessment process that credits you for the skills and knowledge you’ve already gained through work and life experience. In other words, instead of sitting in a classroom to learn things you already do every day, RPL allows you to prove your competence and get certified based on that proof.

For traffic controllers and traffic management implementers, RPL means you can obtain the same nationally-recognised units or qualifications as someone who completed the full training course—but with far less downtime. You’ll provide evidence of your on-the-job learning (like past work experience, prior training, and examples of tasks you’ve performed), and this evidence is assessed against the requirements of the qualification. If you meet all the requirements through your experience, you earn the qualification without unnecessary retraining.

In short: RPL lets you leverage your existing traffic management experience to get accredited faster. It’s not about “skipping” training—it’s about recognising that your experience is training!

How the RPL Process Works

We know Recognition of Prior Learning (RPL) can sound a bit formal, but we’ve designed our process to be as simple and supportive as possible. Here’s how it works for traffic control and traffic management qualifications:

STEP 1: Pre-requisites

Before applying, please be aware of the following required units. RPL must be completed in the correct order:

  • CPCWHS1001 Prepare to work safely in the construction industry (or equivalent) is required before starting TC1 or TMI1.
  • TC1 must be completed before TC2.
  • TMI1 must be completed before TMI2 and TMI3.

STEP 2: Initial Chat & Pre-Assessment

We’ll start with an informal conversation with one of our assessors or training consultants. This is a chance to discuss your experience, the qualification you’re aiming for, and ask any questions. We’ll check your eligibility for RPL and if everything looks good, we’ll invite you to begin the process.

STEP 3: Evidence Collection – Building Your Portfolio

You’ll then gather evidence of your experience in traffic management. We’ll give you an RPL Application Form and a detailed checklist to guide you. This could include:

  • Workplace documents, traffic plans or guidance schemes
  • Signed SWMS or JSAs
  • Job sheets, logbooks
  • Copies of licences or past training certificates
  • References from employers or supervisors
  • Your resume
  • Contact details for 1–2 referees who can confirm your skills on the job

Tip: Quality over quantity. Don’t stress – you likely have more than you think, and our team will support you through this step.

STEP 4: Submit Your Application

Once your evidence is ready, submit it along with your application form—either via email or in person. You’ll also need to sign a declaration confirming everything is true and accurate. If you’re unsure, we can check your submission before formal assessment begins.

STEP 5: Review & Scheduling

Our qualified assessor will review your application and supporting documents. If something is missing, we’ll get in touch. Once approved, we’ll schedule your assessment date—typically a weekday that works for you. We’ll also let you know what to bring (e.g. ID, White Card, PPE).

STEP 6: Attend Your Assessment Day– Knowledge & Skills Check

This is where you demonstrate your practical knowledge. The assessment usually runs 1–2 days, depending on what you’re applying for. A friendly assessor will guide you through the process and make sure you feel comfortable throughout.

Here’s what typically happens on the assessment day:

  • Orientation & Local Content Refresher: We start by covering any required localised content or updates. For instance, in Victoria there are specific road authority rules and guidelines (like the Victorian Local Traffic Management guidelines) that we’ll quickly go over, just to ensure you’re aware of them. This usually is a short briefing or a PowerPoint presentation highlighting key points and any new changes in standards (such as the latest AustRoads Guide to Temporary Traffic Management, Australian Standards, and state regulations). Even experienced workers find this refresher useful to get up to speed on any differences since they last trained.
  • Written Knowledge Assessment (Challenge Test): After the refresher, you will complete a written assessment (often called a challenge test). Don’t let the word “test” intimidate you – it’s essentially a set of questions about traffic control and management procedures, safety, and best practices that someone in your role should know. The questions are based on the competencies from the national training package (and references like the AustRoads guidelines we mentioned). Since you’ve been doing this work for years, the questions will likely feel familiar. You can take your time, and it’s usually open-book for any standards or manuals provided. The goal is to verify your theoretical knowledge matches the industry requirements. Our assessor will be there if you have any questions about what a question means (though of course, they can’t give you the answers!). Most RPL candidates actually enjoy this challenge, as it reinforces how much they know.
  • Professional Conversation (Competency Interview): Once the written part is done, you’ll have a one-on-one conversation with the assessor. This is more of an interview or discussion about your experience. The assessor might ask you to elaborate on some of the work you’ve done, or pose some scenario questions (“What would you do if…”) to gauge your problem-solving and depth of understanding. It’s an opportunity for you to talk about your work in your own words and for the assessor to confirm the knowledge and skills you described in your application. Many find this part comfortable—after all, it’s just talking about what you do every day. Feel free to share anecdotes or specifics from your past jobs; the assessor will guide the conversation with targeted questions. This step helps confirm your industry currency (that you’re up-to-date with current practices) and that you fully understand key concepts in traffic management.
  • Practical Demonstration & Gap Training (if required): RPL is mostly about evidence and assessment, but we also ensure that every skill component is checked. Sometimes, your paperwork might show, say, 90% of the skills, with maybe one or two elements not clearly covered. In such cases, we’ll have you do a practical demonstration to cover those gaps. For example, you might be asked to physically set up a basic traffic control layout, or demonstrate how to program and position a portable traffic light, or walk us through a risk assessment for a roadwork site. If there’s any task that you haven’t previously done or evidence couldn’t confirm, this is your chance to show you can do it. Our assessor can provide a bit of coaching or scenario setup, but it’s expected that, as an experienced worker, you’ll handle it confidently. This practical component isn’t always needed for everyone—if your evidence was super comprehensive, the assessor might already be satisfied. But we keep it available to ensure no competency is left unchecked. If it turns out you do need a short training refresh on a specific task, we’ll incorporate that right then and there (this is sometimes called “gap training”). The aim is to fill any small gaps on the spot so you can still achieve your RPL without having to come back another time. If the gap training needs to be in more than one competency you may be required to return for a 2nd day.

STEP 7: Final Assessment & Outcome: After you’ve completed the assessment day, our assessor will review all parts of your RPL – your evidence portfolio, your written test, interview responses, and any practical demo. They will compile the results and determine if you have demonstrated competency in all required areas for the qualification. We’ll then meet with you (or call you) to discuss the outcome. In most cases for well-prepared, experienced candidates, the outcome is that you’re successful – congratulations, you’ve earned your qualification through RPL! We will then arrange for you to receive your Statement of Attainment for the traffic management Skill Sets you achieved. This is the official statement of attainment issued by our Registered Training Organisation (RTO) and is nationally recognised. We’ll also issue you any relevant digital card or ID (for example, a card that states you are qualified as a Traffic Controller or Traffic Management Implementer at the respective road category level). You’re now fully accredited, just as if you had completed the training course outright.

  • If Not Yet Competent: In the event that there are areas where you didn’t quite meet the requirements, don’t be discouraged. We’ll give you detailed feedback on what was lacking. Often, we can simply arrange for you to do additional training or provide more evidence for those specific areas. We want you to succeed, so we’ll outline a clear plan—whether it’s attending a particular unit of training or gaining a bit more experience in a certain task and then re-assessing that part. Partial credit may also be possible (for instance, you might achieve RPL for the Traffic Controller skill set but need a short course to complete the Implementer skill set). We work with you on the next steps so you can ultimately obtain the full qualification you’re after.
